Jon Osborn works as a Director in the Manufacturing and Information Management division since November of 2023 prior to which he worked within Medical and Threat Countermeasures division leading the CWMD and MCDC OTs from March of 2022 after previously leading the Composite Manufacturing Technology Center with the Naval Technologies division since May 2004. Mr. Osborn currently leads the ARPA-H Startup and other programs within MIM and assists Mike Atkinson as his deputy with division wide efforts.

His prior duties included the development of composite material focused research and development projects for the Office of Naval Research. He provided technology, management, and schedule oversight to the CMTC program to include the analysis of technical and cost proposals, snapshot checks comparing technical work to invoiced cost, and the presentation of technical papers at various Navy meetings. He oversaw the project team which executes the CMTC program and the processes under which the center operated. He has managed over 100 research and development projects and 4 programs (two FAR based and two OTs) since joining ATI.

Mr. Osborn received his Bachelors of Science from Clemson University in Mechanical Engineering. He also received a Masters of Business Administration and a Masters of Mechanical Sciences from Clemson University. During his instruction at Clemson, he received training in fluid dynamics, mechanics of materials, composite materials analysis, and manufacturing as well as program execution and experimental design procedures. He has a working knowledge of the following software programs: Matlab, AutoCAD, Excel, Microsoft Project, Microsoft Office Suite, Solid Edge, ProE, Ideas, and Maple.
