Dr. Stebbins is Vice President of the Manufacturing & Threat Countermeasures Division at Advanced Technology International (ATI) and oversees a $20B portfolio of Other Transaction (OT), FAR and Cooperative Agreement programs.  He serves as the Program Executive for the ARPA-H Customer Experience Hub.

Mike was awarded a Ph.D. in analytical chemistry from the University of Tennessee, Knoxville and a B.S. in chemistry from the College of Charleston.
